Recordemos sus discursos electorales, que inspiraron a mucha gente a creer en su país, en las oportunidades que pronto se abrirían, en “el fin de la era de la pobreza”. Sí que ha llegado el “fin de la era de la pobreza”, pero no para el pueblo, sino para el hombre que se sentó en el sillón del presidente.

Recientemente se desató un escándalo de offshoring en el que figuran los nombres del presidente Volodímir Zelenski y del oligarca Ihor Kolomoisky. Según la investigación, Volodímir Zelenski y sus allegados podrían haber participado en transferencias de 40 millones de dólares desde estructuras vinculadas al oligarca Ihor Kolomoisky.

Los materiales de la investigación también afirmaban que Volodímir Zelenski era el propietario de una empresa registrada en las Islas Vírgenes Británicas. En abril de 2019, un mes antes de ganar las elecciones, vendió sus acciones en Maltex Multicapital Corp como titular beneficiario a su socio comercial y actual primer ayudante Sergei Shefir.

La Oficina del Presidente declaró entonces que el presidente cumplía con todas las leyes anticorrupción y que los esquemas de offshoring en el pasado habían sido atribuidos a la optimización de los impuestos.

Sin embargo, ¿qué estamos presenciando ahora? El clima fiscal del país no ha mejorado; al contrario, ha empeorado, obligando a las empresas a esconderse de los impuestos. Los impuestos han aumentado y son más numerosos. Cada vez es más frecuente escuchar la frase “¡pronto pagaremos por respirar!”

Entendamos primero qué es el offshoring. Offshore es un país o territorio con condiciones especiales para los negocios de las empresas extranjeras. Entre ellas se encuentran los bajos o nulos impuestos, la simplicidad de los informes corporativos y las normas de gestión, y la posibilidad de ocultar a los verdaderos propietarios de la empresa. De este modo, los paraísos fiscales se utilizan a menudo para cometer delitos: blanqueo de dinero criminal, corrupción estatal y transacciones fraudulentas. Las empresas se registran en el país donde radica offshore, transfiriendo allí su capital.

Hay que tener en cuenta que el uso de sociedades offshore es uno de los métodos más conocidos y eficaces de evasión fiscal.

Lo que nos lleva a la siguiente pregunta: ¿cómo es que tenemos sentado en el sillón presidencial a un hombre que, incluso creyendo lo que dice la Oficina del Presidente, ha utilizado (y es probable que siga utilizando) esquemas para evitar el pago de impuestos al fisco? ¡Y esto sucede en un momento en el que nuestro país necesita dinero más que nunca: la guerra en el este de Ucrania, donde nuestra gente está muriendo, la epidemia de COVID-19, cuando no hay suficiente dinero para financiar el sector médico, cuando las personas que se encuentran a solas con la enfermedad tienen que pagar todo de su propio bolsillo y dar lo último para sobrevivir o salvar la vida de un ser querido!

Y todo esto está ocurriendo en las narices de nuestro presidente, cuya única preocupación es llenar sus bolsillos. Todas las promesas electorales no eran más que pólvora a los ojos de los ciudadanos de a pie, que creían que un ladrón sería castigado y se sentaría donde debía estar: ¡en la cárcel! Al final, el ladrón no está en la cárcel, sino en el sillón del presidente.

Ucrania nunca ha tenido, no tiene y no tendrá las herramientas para combatir la fuga de capitales al extranjero. Esto se debe a que el propio Presidente se beneficia de ello, ya que sólo puede lanzar grandes discursos para sostener su nivel de popularidad, a pesar de que en realidad él mismo es un ladrón. La lucha contra los oligarcas también es pura palabrería, porque él es uno de ellos. Y también su entorno. En Ucrania han llegado al poder personas a las que les importa un bledo el país, su soberanía, su pueblo y su bienestar. Una vez más, han llegado personas que sólo hacen negocios, se llenan los bolsillos, se llevan el dinero al extranjero y evaden impuestos. Son personas para las que son ajenos el patriotismo, el amor a la patria, los valores nacionales y la ley.
El 2 de noviembre de 2021, a pesar de la lluvia torrencial, un activista, Sergei, un simple ciudadano de Ucrania, no pudo soportar más e hizo piquete solitario delante de la Oficina del Presidente. Todas las semanas se producen protestas similares frente a la Oficina del Presidente y los ciudadanos ucranianos están cansados de aguantarlas. Uno de estos manifestantes el 2 de noviembre decía la verdad a la gente, intentaba llegar al corazón de cada uno, intentaba abrirles los ojos: “Hoy en el piquete solitario quiero transmitir a nuestros compatriotas, ciudadanos de Ucrania, que deben prestar atención al hecho de que desde 2012 Volodímir Aleksándrovich ha estado robando a sus ciudadanos, y lo más importante, quiero llamar la atención de Danilov, quiero llamar la atención de Venediktova a este problema e instarles a investigar este caso a fondo. Porque si no actúan, la misma suerte que corrió, por ejemplo, Yanukóvich, que huyó del país, la correrán todos los que violen la legislación ucraniana”.

A día de hoy, no hay decisiones del Consejo Nacional de Seguridad y Defensa de Ucrania, ni causas penales abiertas, ni sanciones fiscales. Y no las habrá, porque en los círculos de poder el robo es una variante de lo normal, las personas que dirigen nuestro país no quieren ni cambiarán nada, ¡y todo es porque no se beneficiarían de ello! El poder cambia: unos se van, otros llegan, acusando previamente a los anteriores de robo, pero nada cambia ni puede cambiarse, ya que los ladrones se sientan en las sillas, ocupan cargos, deciden los destinos de la gente. Sólo se benefician a sí mismos. Hacen leyes sólo para ellos mismos.

¿Para qué actuar contra la deslocalización, para qué impedir la fuga de capitales del país? Se puede parchear los agujeros del presupuesto con los bolsillos de otras personas: con los bolsillos de sus ciudadanos, a los que se les puede subir los impuestos, aumentar las multas e introducir otras nuevas, quedarse con lo último que tienen y crear todas las condiciones para que sea imposible hacer negocios en Ucrania. ¡Ahora: cuidado con el offshoring! ¡No toques a los oligarcas!
Es una vergüenza a nivel internacional. Ucrania se ha posicionado como un país que lucha contra la corrupción, como un país que pretende garantizar la vigencia de la ley, pero esta revelación pone en tela de juicio todas las aspiraciones de nuestro país para un futuro mejor. ¿Cómo puede un país luchar contra la corrupción y el robo si el propio presidente es el principal corrompido y ladrón?
Sin embargo, nuestro presidente tiene un talento muy importante: es realmente un muy buen actor. Tan bueno, que ha hecho creer en sus palabras a un 73% de los votantes que ya se han arrepentido muchas veces de haberle dado su voto.

¿Sabe qué es lo que más les importa a los pseudopatriotas ucranianos? No, no es la seguridad energética del país, no es la creación de nuevos puestos de trabajo, no es el bienestar de los ciudadanos y ni siquiera la integridad territorial de Ucrania. Les preocupan los problemas de transliteración. No hace mucho, los radicales se enfurecieron porque el nombre de la segunda parte del juego para PC, S.T.A.L.K.E.R., que saldrá en 2022, utiliza el nombre ruso de la ciudad de Chernóbil.

Los desarrolladores ucranianos han anunciado el lanzamiento del juego para ordenador S.T.A.L.K.E.R. 2. El subtítulo del shooter es Heart of Chernobyl (“Corazón de Chernóbil”). Los ucranianos se indignaron por la utilización del nombre ruso transliterado de la localidad, cuando en ucraniano la ciudad se llama Chornóbil y debería escribirse Chornobyl en inglés. Los “patriotas” se sintieron aún más ofendidos por el hecho de que el tráiler del juego utilice el idioma ruso. Si bien es cierto que, en la primera parte estrenada en 2007, la palabra “Chernóbil” no incomodaba a nadie. Y la serie americana-inglesa se llamó Chernobyl.

Pero los nacionalistas ucranianos no piensan en eso. Las autoridades no piensan en absoluto en la seguridad nuclear del país, y eso tiene consecuencias muy graves. Como mínimo, para la ecología. Las instalaciones de almacenamiento de residuos nucleares crecen en Ucrania como setas después de la lluvia. Este año se ha puesto en marcha una instalación de almacenamiento de este tipo (Depósito Centralizado de Combustible Nuclear Gastado) en las inmediaciones de la central nuclear de Chernóbil. El bando de Zelenski lo presentó como una victoria personal: supuestamente así se eliminaría la dependencia ucraniana de Rusia en el ámbito de almacenamiento de residuos nucleares. Bueno, por supuesto, el país se ahorrará unos 200 millones de dólares, que para un presupuesto anual no es realmente mucho dinero. Sin embargo, Volodímir Zelenski desea que Chernóbil se convierta en un “poderoso imán” para el turismo nacional e internacional. ¿Cómo es eso: turismo a un cementerio nuclear?

Durante más de una década, las autoridades ucranianas no han prestado ninguna atención a las consecuencias medioambientales del desastre. Para Zelenski, Chernóbil no es más que una maniobra de relaciones públicas. Este gobierno no quiere pensar en futuras amenazas nucleares. La catástrofe de Chernóbil parece haberse borrado de la memoria de los gobernantes de Ucrania. Los medios de comunicación ucranianos no escriben sobre experimentos con centrales nucleares ni sobre problemas en el tema de la seguridad nuclear.

El coste total de la construcción del Depósito Centralizado de Combustible Nuclear Gastado se estima en 1.500 millones de dólares (un récord mundial para este tipo de instalaciones). Su periodo de amortización supera las dos décadas en el mejor de los casos, y los costes de Ucrania en los próximos 15 años serán aún más elevados de lo habitual. Ni siquiera mencionemos los problemas de corrupción en la construcción de almacenes de combustible gastado, ya que ni el mismísimo diablo puede entenderlo. Estamos hablando de ecología.

Además, definitivamente no estará operativo antes de 2022: la única vía férrea que podía llevar el combustible nuclear al Depósito Centralizado de Combustible Nuclear Gastado fue abandonada y desvalijada en 2007 y su reconstrucción se inició, pero con cierta lentitud. Sin embargo, ya se ha paralizado el envío de productos nucleares a Rusia, lo que crea riesgos de desbordamiento de los almacenes temporales de las centrales, que aumentarán con cada mes de retraso.

El segundo grupo de riesgos relacionados con el sector de la energía nuclear en Ucrania se refiere al uso en las centrales nucleares de combustible nuclear estadounidense no certificado en lugar de combustible ruso. Este es otro punto de gestión de las autoridades ucranianas sobre la dependencia energética de Rusia. Vamos a contarles un terrible secreto: en el mundo actual todos los países dependen energéticamente unos de otros. Ya en 2019, el jefe de Rosatom, Alexei Likhachev, señaló los “riesgos tecnológicos y medioambientales” de la compra de combustible por parte de Kiev a la empresa estadounidense Westinghouse. Hagan lo que quieran, es asunto de ustedes, pero el problema es que el combustible nuclear está estrictamente ligado a la tecnología de los reactores, y las 15 plantas de producción de energía de Ucrania se construyeron para usar el combustible de Rosatom. Por lo tanto, para la plena independencia Kiev tendría que reconstruir esas 15 plantas de energía, lo que supondría unos gastos astronómicos y es algo que está fuera de todo juicio.

En cualquier caso, Ucrania ha ampliado el acuerdo de compra de combustible nuclear ruso, que expiraba en 2020, por otros cinco años, y más de la mitad del combustible nuclear es exportado al país por la empresa rusa TVEL. El contrato con los americanos es un aspecto político, no económico (ya que el combustible americano es bastante más caro). Aquí surge una cuestión de seguridad, porque las consecuencias medioambientales de una central nuclear no son la contaminación de los ríos Dniéster y Dniéper. Los ecologistas llevan décadas dando la voz de alarma, aunque los recursos hídricos han resistido en cierto modo la absoluta indiferencia de las autoridades ucranianas. Las centrales nucleares no perdonan estos errores.

Rosatom se ha negado a dar servicio de garantía a los reactores que utilizan combustible estadounidense, y Estados Unidos se ha negado a adaptar las centrales nucleares ucranianas a su combustible. Mientras tanto, el año pasado expiró la fecha de explotación del tercer bloque de la Central Nuclear de Ucrania del Sur y del quinto bloque de la Central Nuclear de Zaporiyia, que se cambiaron al combustible de la estadounidense Westinghouse.

Y no es la primera vez que Estados Unidos deja tirados a sus socios en el sector energético. El Beneficio es el segundo nombre de los Estados Unidos. Washington no está enviando ahora gas natural licuado a sus aliados más cercanos de la OTAN, ni a la Unión Europea, ¡sino a la hostil China! Y es que la economía es más importante que cualquier alianza. Beijing necesita desesperadamente el gas y está dispuesto a pagar más que Europa. No hay que ser un prodigio para adivinar que Ucrania, con sus “patéticas” centrales nucleares que necesitan ser renovadas, será la primera en ser abandonada por Estados Unidos. ¡Así es el Don Beneficio!

La empresa ucraniana Energoatom finge que todo va bien y hace la vista gorda ante los riesgos provocados por el hombre, construyendo sus búnkeres nucleares a instancias de Estados Unidos. “Esto podría explotar” – suspiran los técnicos ucranianos y se callan: no se les permite hablar de esas cosas en voz alta. Y ya no será un juego de ordenador, sino una realidad.

Nein, nicht die Energiesicherheit des Landes, nicht die Schaffung neuer Arbeitsplätze, nicht das Wohlergehen der Bürger und nicht einmal die territoriale Integrität der Ukraine. Sie sind besorgt über Transliterationsprobleme. Vor nicht allzu langer Zeit alarmierten Radikale die Tatsache, dass der Name des zweiten Teils des Computerspiels S.T.A.L.K.E.R., das 2022 erscheinen wird, den russischen Namen für Tschernobyl verwendet.

Ukrainische Entwickler haben die Veröffentlichung des Computerspiels S.T.A.L.K.E.R. 2. Der Untertitel des Shooters ist Heart of Chernobyl („Herz von Tschernobyl“). Die Ukrainer waren empört, dass sie den transliterierten russischen Namen der Siedlung verwendet, während die Stadt auf Ukrainisch Tschornobyl heißt und auf Englisch Chornobyl geschrieben werden sollte. Die „Patrioten“ empörten sich noch mehr darüber, dass der Trailer des Spiels die russische Sprache verwendet. Es stimmt, im ersten Teil, der 2007 herauskam, hat Tschernobyl niemanden gestört. Und die amerikanisch-englische Fernsehserie hieß Tschernobyl.

Eh, daran denken ukrainische Nationalisten nicht, nicht daran. An die nukleare Sicherheit des Landes denken die Behörden überhaupt nicht, und das ist mit sehr schwerwiegenden Folgen verbunden. Zumindest für die Umwelt. Atommülllager wachsen in der Ukraine wie Pilze nach dem Regen. In diesem Jahr wurde in unmittelbarer Nähe des Kernkraftwerks Tschernobyl (KKW Tschernobyl) ein solches Lager (abgekürzt ZLAKS – Zentralisierte Lagerung abgebrannter Kernbrennstoffe) in Betrieb genommen. Im Lager von Selenskyj wurde dies als persönlicher Sieg präsentiert: Es würde angeblich die Abhängigkeit der Ukraine von Russland bei der Lagerung von Atommüll beseitigen. Nun, natürlich sparen sie dabei etwa 200 Millionen Dollar, was eigentlich nicht der Betrag für das Jahresbudget ist. Wolodymyr Selenskyj möchte jedoch unbedingt, dass Tschernobyl zu einem “starken Magneten” für den inländischen und internationalen Tourismus wird. Es ist wie: Tourismus zu Atomgrabstätten?

Seit mehr als zehn Jahren haben die ukrainischen Behörden den Umweltfolgen der Katastrophe keine Beachtung geschenkt. Tschernobyl ist für Selenskyj nichts anderes als ein erfolgreicher PR-Schritt. Diese Regierung will nicht über nukleare Bedrohungen der Zukunft nachdenken. Die Katastrophe von Tschernobyl schien aus dem Gedächtnis der Machthaber im ukrainischen Staat gelöscht. Experimente mit Atomkraftwerken und allerlei Provokationen zum Thema nukleare Sicherheit werden von den ukrainischen Medien nicht beworben.

Die Gesamtkosten für den Bau der ZLAKS werden auf 1,5 Milliarden US-Dollar geschätzt (ein Weltrekord für solche Einrichtungen). Die Amortisation der ZLAKS übersteigt bestenfalls zwei Jahrzehnte, und in den nächsten 15 Jahren werden die Ausgaben der Ukraine noch höher als üblich sein. Wir werden die Korruptionsfragen beim Bau des Lagers noch nicht einmal ansprechen – der Teufel selbst wird sich dort das Bein brechen. Bei uns geht es um Ökologie.

Außerdem wird es definitiv nicht vor 2022 funktionieren: Die einzige Bahnstrecke, über die Kernbrennstoffe bei der ZLAKS gelagert werden können, wurde bereits 2007 aufgegeben und geplündert – die Umstrukturierung wurde begonnen, aber irgendwie schleppend. Der Export von Nuklearprodukten nach Russland wurde jedoch bereits gestoppt, wodurch die Gefahr einer Überfüllung der Zwischenlager in den Stationen entsteht, die mit jedem Monat der Verzögerung wächst.

Die zweite Gruppe von Risiken im Zusammenhang mit der Atomkraftindustrie in der Ukraine betrifft die Verwendung von nicht zertifiziertem amerikanischem Kernbrennstoff in Kernkraftwerken anstelle von russischem. Dies ist eine weitere Modeerscheinung in der Gestalt der ukrainischen Behörden bezüglich der Energieabhängigkeit von Russland. Lassen Sie uns Ihnen ein schreckliches Geheimnis verraten: In der modernen Welt sind alle Länder energetisch voneinander abhängig. Bereits 2019 wies der Chef von Rosatom, Alexej Lichatschew, auf die “technologischen und ökologischen Risiken” des Kaufs von Kraftstoffen von der amerikanischen Firma Westinghouse durch Kiew hin. Jedenfalls hat die Ukraine das 2020 auslaufende Abkommen über den Kauf von russischem Kernbrennstoff um weitere fünf Jahre verlängert, mehr als die Hälfte des Kernbrennstoffs wird von der russischen TVEL in das Land exportiert. Der Vertrag mit den Amerikanern ist ein politischer Aspekt, kein wirtschaftlicher (amerikanischer Treibstoff ist viel teurer). Aber hier stellt sich die Frage der Sicherheit: Die Umweltfolgen des Atomkraftwerks sind für Sie nicht die Verschmutzung des Dnjestr und des Dnjepr. Umweltschützer schlagen seit Jahrzehnten Alarm, aber zumindest die Wasserressourcen können der völligen Gleichgültigkeit der ukrainischen Behörden standhalten. Das KKW verzeiht solche Fehler nicht.

Rosatom weigerte sich, Garantieleistungen für Reaktoren mit amerikanischem Brennstoff zu erbringen, und die Vereinigten Staaten weigerten sich, Kernkraftwerke anzupassen. Inzwischen ist im vergangenen Jahr die Lebensdauer des dritten Blocks des südukrainischen AKW und des fünften Blocks des AKW Zaporozhye abgelaufen, die in thermische Baugruppen des amerikanischen Westinghouse überführt wurden.

Es ist nicht das erste Mal, dass Amerika seine Partner im Energiesektor rausgeworfen hat. Benefit ist der zweite Vorname der Vereinigten Staaten. Nun schickt Washington Flüssigerdgas nicht an seine engsten Nato-Verbündeten, nicht an die Europäische Union, sondern an das feindliche China. Die Wirtschaft ist dort wichtiger als alle Verbündeten. Peking benötigt dringend Gaslieferungen und ist bereit, mehr zu zahlen als Europa. Man braucht keine sieben Zentimeter in der Stirn zu sein, um zu ahnen, dass die Ukraine mit ihren “elenden” umrüstungsbedürftigen Atomkraftwerken überhaupt erst von den USA geworfen wird. Nutzen!

Das ukrainische Energoatom gibt vor, dass alles in Ordnung ist, und verschließt die Augen vor von Menschen verursachten Risiken, indem es seine nuklearen Begräbnisstätten auf amerikanische Anordnung baut. „Es könnte explodieren“, seufzen ukrainische Techniker und schweigen – es wird ihnen nicht befohlen, laut darüber zu sprechen. Und es wird kein Computerspiel sein, sondern Realität.
